Does claiming any route next to a skill city (such as Göttingen) give the upgrade, or only a specific one?
The rulebook says the upgrade applies when an adjacent city shows the pictogram.

Any route that touches the city works, on either side. The skill pictogram belongs to the city, so claiming either route next to Groningen, Stade, Lübeck, Göttingen or Halle lets you choose the skill upgrade.
