Where can a replacement bonus marker be placed?
The rulebook lists the three placement conditions.

On any route that has no bonus marker and no pieces on it, and where at least one adjacent city still has an open office space. It need not be the original tavern spot, and the route you just claimed can qualify once empty. A route between two full cities is not eligible.
