In the base rulebook it removes up to three traders or merchants, any combination and any owners, from trade routes, and the pieces go to their owners' personal supplies. The Big Box (and Britannia) version instead has you pick up opponents' pieces and put them on open route spaces; nothing leaves the board. Check your edition's rules.
