Can pieces in a city office be moved, displaced or taken back?

No. Once a trader or merchant occupies an office (Kontor) it stays there for the rest of the game. The Moving action and displacement only affect pieces on trade routes, and you cannot lift your own pieces back off the board either. The only change possible is the Switch Offices bonus marker, which swaps two adjacent offices within one city.
