When I place an office, must it go in the leftmost empty space of the city, or can I skip ahead with a higher privilege?
The rulebook forbids skipping empty spaces and ties shape and color requirements to the space.

You must use the leftmost open space and cannot skip, even if you have the privilege to reach a later one. Square spaces need a trader and round spaces need a merchant from the route, and you need the matching privilege color. If the leftmost space does not fit your piece, you cannot open there. Coellen's prestige spaces are the exception and can be filled in any order.
