How does the Town Keys network scoring work at game end?
The designer and publisher both answered this in 2009, and it matches the rulebook.

Pick your single largest connected network of offices (connected through cities where you have at least one office; control is not required). Multiply the number of offices in it, counting every one of your offices in those cities, by your Town Keys value. Unconnected networks do not add up, and a one-city network still scores.
