Who scores prestige when a route is claimed, and are the points optional?

The player who controls an adjacent city (most offices, with the rightmost office winning ties) scores 1 point for it, or 2 if one player controls both end cities. The claimant scores too if they control one. The points are automatic, cities without any office score nothing, and merely having an office is not enough, you must control the city.
