In Britannia, which actions need the Wales/Scotland permission?
Only placing from your supply and displacing into those countries. Moving your own pieces within the country they are in, or into England, and claiming a route in Wales or Scotland need no permission, but you cannot move your pieces into Wales or Scotland from outside. A displaced piece stays in its own country or goes to England as allowed by the adjacent-route rules, and a displaced merchant cannot be replaced across borders.
