Can the Allocating action take pieces from the board if the stock is empty?
The rulebook says a displaced player may use board pieces if the stock is short but may not move stock into supply; the forum applies this to Allocating.

No. It only moves pieces that are actually in the general stock into your personal supply. Pieces on the board come into play only as the penalty when you are displaced.
