Do Path cards score only at their exact listed numbers?

No, they score by thresholds. Reaching a value between two tiers scores the lower tier: for example 1 Disdain at game end still scores 2 VP for the Aristocrat, and 4 filled Resource Production boxes score only the 3-box tier (1 VP) for the Forager.
