Start by placing one "A" worker of each type on the printed spaces of the top job-market row. Only then draw the random "A" tiles from the Wellington supply: 12, 13 or 14 tiles for 2, 3 or 4 players. A drawn worker goes on the top-most empty space of its column, a hazard goes on the lowest empty space of its section, and a bonus tile or any tile with no free space goes back to the bag. The printed price on the first spaces only marks which column is which.
