Can you play deck-building or bonus cards on another player's turn?

Not by default; they are meant for your own turn. The appendix has an optional tip that groups may adopt to play simple cards outside your turn, but cards marked with the A>B bar always stay in strict turn order. The designer's remark that new deck-building cards could be played on the next player's turn was made about why Phase C is skipped on the final turn.
