On neutral building E's shear action, can you alternate draw-and-discard and shearing?

Partly. You shear only once per action and your total wool value is set once, but each shearer you are not shearing with can draw 1 and discard 1 at any moment of the action, before or after the shear, one at a time. So you cannot shear twice, but you can draw and discard around the shear. No official ruling on the sequencing.
