First upgrade the harbour by placing a storehouse on it, paying nothing. A later delivery can then place a disc there and pay the transport costs on its crest. Pointed crests are Wellington sheep deliveries, while rounded crests with a wool ball are foreign wool posts that you can only use when shearing.
