When do one-time, permanent and once-per-round Staff cards act, and can I use one the turn I play it?
The rulebook describes the card types and players confirm the timing.

One-time cards give their benefit the moment you play them. Permanent cards apply every time their condition occurs on later actions; they do not apply to a die you took before the card was in play. Once-per-round cards can be used as an additional action at any time on your turn, even right after playing them, then are turned over and refresh at round end. Using them costs nothing extra.
