Can Staff Manager's extra Staff card be played before I finish the 3 action, for example Florist first?
Yes, under the publisher's 2020 update: the bonus can be used before the 3 action is carried out. This replaced the earlier answer that the 3 action must finish first, which also ruled out the Staff Manager and Florist combination. You still pay the card's full krone cost.
