Can I claim a Politics card during Emperor Scoring, off-turn, or after the last Emperor bonus?
The rulebook says you claim a Politics card when you meet its requirement on your turn, and players agree nothing can be claimed after the last Emperor bonus.

No. Placing a disk on a Politics card is an additional action you take only on your own turn. Nothing can be claimed during Emperor Scoring, and after the final scoring there are no turns left, so a requirement met by the last Emperor bonus scores nothing. Occupancy bonuses, by contrast, are automatic and are still paid.
