Does the Emperor penalty that removes two rooms take occupied or unoccupied rooms, and what if I have none?

The B-tile penalty removes unoccupied (prepared) rooms; the first-print art showing occupied rooms was an error confirmed by the designer. If you have no unoccupied rooms, you suffer the point penalty instead. The C-tile penalty is the one that removes occupied rooms: take the first from your highest row with occupied rooms and the second from the same column in the next row down (if possible).
