The designer ruled on the room move; players confirm serving food is allowed immediately.

You may place the goods on guests straight away, but completing the order does not let you move the guest to a room until your next turn, because moving guests is an additional action on your own turn. After round 7 this means any guest still waiting stays unroomed.
