Can I choose the order of attacks on a multi-target ability, and the targets?
Players agree on the order and timing; the rulebook confirms the same figure cannot be targeted twice.

Yes. You choose the order, but each target must be chosen before rolling that attack's modifier. Each attack resolves completely before the next. You cannot target the same figure twice with one ability.
