Are the S starting tiles placed in the order shown in the setup picture, or shuffled?
The publisher confirmed this directly, and the rulebook's setup step also says to place them randomly.

Shuffle them and lay them out at random. The picture is only an example; the point is a varied mix of starting resources, and the rulebook simply left that out. (The rulebook does say to place them randomly.)
