Must a new tile be next to a Scotsman, and does one Scotsman suffice?

Yes: the tile must touch an already placed tile by an edge and lie orthogonally or diagonally next to at least one of your Scotsmen. One is enough. Scotsmen only control placement; they never activate tiles.
