Does MacGregor's 3 VP option require spending or even having barley?
The publisher said no barley is spent, and Appendix 2 says no activation cost is paid.

No. Instead of the whisky activation you take 3 VP without paying anything. You can choose it only when activating a Whisky tile that has an activation icon producing a cask (not, for example, Millburn).
