Can I place a die so a bomb can never be completed, hoping an unused die knocks it off?
The designer ruled on this and the rulebook has a matching incorrect-placement rule.

No. That is an incorrect placement. The designer ruled the card must be cleared once noticed, and you may not do it deliberately to get rid of a die.
