Do free units from Ultramarines abilities (Dominate upgrade, replacing a Scout) need command level or materiel?
The designer ruled on the Dominate upgrade in 2017; the replacement point is from players.

No — a free unit costs no materiel or forge token and ignores command level, so the Dominate upgrade can reach a Land Raider even with no cities. The replacement unit enters unrouted even if it replaces a routed one.
