Can an orbital strike target a world with only a structure, or an empty world?
The rulebook says you choose an enemy world; forum replies cover structure-only worlds.

It needs an enemy world in the active system, meaning a world with an opponent's unit or structure and none of yours. A world holding only an enemy city or factory qualifies (useful for Drop Pods); an empty or uncontrolled world does not. Bastions block it.
