- Forbidden Stars rulebook · Rulebook · Unit Capacity
It buys one unit of command level 2 or less as a normal purchase (command level and cost apply), placed on a friendly area in the active system, as the designer reportedly clarified. No factory is needed, and ships work if you hold a friendly void. Forge tokens only reduce the requirement, so they cannot bring a level 3 unit within reach. If it leaves an area over capacity, the excess is destroyed after the order.
