Can I place a Dominate order just for the faction ability, or twice in one system?
The rulebook lists the two steps separately.

Yes — Dominate has two steps, gaining assets then the faction ability, and the ability resolves even if you gain zero assets. The same order type can be placed more than once in a system and each resolves separately.
