Can one Deploy order buy units and then also use a factory I just built?
The rulebook lists the two Deploy steps in order.

No — units are purchased first and need an existing factory in the active system; the structure comes second, so a factory built this order cannot buy units this order. You may buy one structure only, and never on a world that already has one. The Orks' Work Fasta upgrade is a reported exception.
