Can a Deploy order place more units than the area's capacity, and can I clear space first?
Capacity is checked after the order resolves, per the rulebook.

You may deploy past capacity, but then must destroy your own excess units once the order finishes. You cannot destroy units beforehand to make room, and destroyed units return to supply and can be bought again.
