What happens if the defender has only routed units (or just a structure) when I move in?

Combat is won at once by the attacker with no dice or cards, as the defender has no unrouted units or bastions. The defenders retreat or are destroyed, and any structures are captured. A lone enemy city or factory works the same, and still uses up the order's one combat.
