Yes, in places. Recruit before train, because someone hired this turn can be trained at once (hiring and training immediately works like a virtual trainee), and a burger or pizza cook awarded by a milestone cannot be trained the same turn because production comes after training. The rulebook lists the order: recruit, train, marketing, food and drinks, restaurants, houses.
