Does the First to Train milestone's $15 discount need to be used up, and what counts toward the 'pay $20 in salaries' milestone?
The $15 salary discount from First to Train is always applied, whether or not you owe that much. For the pay-$20 milestone only salaries actually paid in a single turn count: discounted salaries, unpaid ones and fired employees do not. With the First to Train discount you need seven salary symbols, not four.
