Can I hire a worker whose card is out of stock by recruiting a phantom card and training it, and can I recruit someone I just trained?

Yes to the first: only the final card you train into has to be available, so you can recruit and immediately train as often as you like. No to the second: you cannot recruit a worker you have just trained, so you can't take the same card straight back.
