Place it on any empty square next to a road anywhere on the board; it need not be connected to your restaurants, may sit near the board's edge, and does not have to reach nine tiles. It reaches every house on its own tile and the eight surrounding tiles (at most 9 tiles), counting a house if any part of it or its garden lies there.
