Why are there different numbers of copies of each milestone, and is that enough?
Several players agree and the designer confirmed milestones are unlimited.

The counts come from simplifying printing (everything is in multiples of three), not from a rule. Milestones are unlimited, so running out of copies never limits play: if more players qualify than there are cards, track the extras on paper. A player can hold each milestone only once.
