Can a Mass Marketeer's salary be skipped, and can marketeers be fired after being played?

With First Billboard Placed you pay no Mass Marketeer salary; he doesn't place a campaign himself and goes back to your hand at Clean Up. Busy marketeers and a played Mass Marketeer can't be fired unless you are forced to because you can't pay.
