How are map tiles oriented at setup, and do roads have to connect?
Players agree that tiles are random and unrestricted; the rulebook gives no exception.

Tiles are drawn at random and laid in random orientations in the grid for your player count. There is no requirement that roads join up or that dead ends are avoided.
