Can a manager report to another manager, making a fourth level?
The rulebook says managers can't report to managers, and players repeat it.

No. Managers (black cards) sit only directly under the CEO, so the structure has at most three levels: CEO, managers, then normal staff. Normal staff can report to the CEO or to any manager.
