A Local Manager places a new restaurant within range 3 of an existing restaurant (counted from its entrance) and cannot move one; it must connect to a road the manager can reach, and a Coming Soon restaurant cannot be the starting point. A Regional Manager places a new restaurant anywhere with its entrance beside a road, or moves one freely; the old location plays no part in distance.
