When does a Local Manager's restaurant open?
The rulebook says a local manager places a Coming Soon restaurant that opens at the end of the turn.

A newly hired Local Manager goes to your beach and can't act that turn. Once played in a later turn it places a Coming Soon restaurant that opens at the end of that turn (it can't serve customers until then).
