Each campaign places one demand token of its product on every reached house per Marketing phase, one token coming off the campaign tile. With the First Radio Campaign milestone a radio places two. If the house cannot take that many, you place only what fits up to its cap (3, or 5 with a garden), and a full house is unaffected.
