A coffee shop may share a tile with a restaurant since only a second coffee shop on a tile is barred, but must be within range 2 of one of your own restaurants or coffee shops, not an opponent's. You cannot move a coffee shop before all three are placed. Houses can pass a coffee shop without adding distance.
