Must billboards be next to a road, and which houses does a billboard reach?

A billboard (and likewise a mailbox or radio) goes on an empty square next to a road, even when placed by a Brand Manager or Brand Director; airplanes are the exception. A billboard reaches only houses and gardens that are directly side-by-side with its square; diagonal contact does not count, and its orientation does not matter.
