Must I fill every employee slot, and what if I have more employees than slots?
The rulebook's Restructuring phase says surplus cards go to the beach.

No, filling slots is optional and any card can go to the beach instead. If you commit more cards than fit, those that don't fit go to the beach (and a bad over-commit leaves only the CEO), so a hire-only turn is possible.
