It must be within range 2 of an existing restaurant or coffee shop: start at the entrance and cross at most two tile borders along roads. Training a Barista Trainee through Lead Barista in one turn (using the multiple-trainers milestone) places two shops, the range-2 one first, then the unlimited-range one.
