If the reserve can't cover what is owed, where does the rest come from?
One reply explains it; the rulebook says no salaries are paid when the bank is empty.

At the first break take the shortfall from the reserve. At the second break, everyone is still paid in full and money is added as needed, since the reserve only works as a game clock.
