Is a move legal if the last meeple's colour only gets onto the final tile during the move (for example in a loop)?

The designer answered this directly in 2014 and it overrides the stricter wording in the English rulebook.

Yes. The designer ruled that a move is legal as long as the final tile holds at least one meeple of the colour you drop last, regardless of whether that meeple was already there at the start of your move or was dropped there earlier in the same move. This is looser than the rulebook's wording ("already contains", and "already on that Tile before your move" in the control check), so the designer's ruling overrides that text.
