If I buy a Djinn at a Sacred Place, can it change my meeple actions from the same turn, such as Echidna doubling Builders?

No. Buying a Djinn happens in the tile action, after the tribe action is finished, so its power cannot change steps already resolved that turn. Echidna bought this way only helps from your next Builders action onward.
