Minions act first, then the Killer, and zombies perform the Killer action on Terror cards unless the card says otherwise. They don't attack during the Minion Action; on a Terror card they attack as a group. Replacing Victims with zombies in the Finale doesn't count as a kill, so Bloodlust doesn't rise unless you choose to apply it.
